You say you stretch often, but with not much results. My first guess would be in regards to your stretching routine. Have you studied Kurz' method in his book and DVD?
It's not so much about what kind of stretches you do, or how much you stretch, but about your overall training routine- strength, flexibility, order of exercises and placement in your workout, etc..
Perhaps right a short detail of your typical workout routine for us to evaluate.

Could a doctor tell you if you have hip problems?-Yes.
From a personal point of view,my opinion is people get too hung up on achieving the splits.It's great to be able to do if it's a goal of yours and it will help athletic ability.......
Will it answer all of your training problems though?Will it turn you into a great fighter/kicker as soon as you achieve the splits?....No.
So my point is,even if a doctor told you you'd never be able to do the splits,what would you do?..Give up training?....Train to be as good as you can be in all aspects.....If you can never do the splits,there are many other goals to achieve in your training.
Yes, if the the doctor remembers anatomy and is intelligent enough to relate that knowledge to your exercises.
