Yes,you can stretch your leg in all directions.
The best strength exercises to do on a pully are isometrics.Just make sure that whatever the pully is screwed into is sturdy enough to take the pressure of you pressing your leg down.

Before.
Warm up,peform your strength routine,then finish off with isometrics/relaxed stretches.
