eight years ago I started to look for some new challenges and experiences in martial arts. I got very interested in the kicking arts. So, I found Savate boxe francaise, Muay Thai and Kickboxing.
I looked for methods to improve my kicking skill and I investigated a lot of new aspects in the way of training these particular things.
One of my teachers fought over 60 Muay Thai Fights in Thailand and won each!
He gave me the advice to train in a shoulder deep water to improve strength as well as endurance. He told me that he did this in his fighting times as an everyday routine. This Aqua-Training has a lot of advantages.
1. You can improve your strength of your whole body.
2. The water forced you to apply the movements in a slow motion action which prevent you to go to fast. This trains your aerobic endurance.
3. You can spare with a partner without hurting each other.
4. To recover from an orthopedic injury, water is a good element which you can use to rebuild muscles.
5. and makes a lot of fun anyway.

Improving kicks
not everyone has the facilities for this training. There is probably benefit in it but I am sceptacle of any training method that has been passed down over the years. They are often ignorant of advances in sports science. In Taekwondo, ballistic stretching has been practiced for many years, yet studies have shown that its dangers outweight the benefits.
You can get the same results as you suggest by kicking with bungee cords or doing slow kicks. The water provides resistance but it also supports your weight so its ability to increase strength is limited.

Ali was a great fighter, but again his training would have been based on now outdated technqiues. If he was training now he would probably be focusing more on plyometrics.
Its the same as kicking with ankle weights, when you take the weights off your kicks feel quicker - but it is only a perception.
